Stewarts Care is a long-established voluntary organisation providing comprehensive community-based services to people with intellectual disability in the West Dublin area.
We support people with a wide range of support needs across residential settings, day services, supported independent living, job advocacy and vocational training.
Purpose of the Post:
To effectively manage Designated Centres out of hours in Resident Services (Campus & Community based). The role encompasses management of the provision of a high quality, person-centred service to residents and effective management of the staff team and resources.
Candidates must meet the following criteria relevant to the role:
• Be registered with the Nursing and Midwifery Board of Ireland (NMBI) or have completed a Social Care (Honours) Degree.
• Meet the requirements of the Health Act (2007) Regulations (2013) with regard to the requirements of a Person in Charge
• Have a strong working knowledge of the HIQA Standards and Health Act (2007) and associated Regulations and Guidance, and knowledge of national policies in the disability sector.
• A minimum of 3 years’ experience in a management or supervisory role in health or social care
• Have excellent computer literacy and information technology skills.
• Possess excellent report writing skills.
• Have an up-to-date, valid Irish Driving Licence.
Salary and qualifications are in accordance with Department of Health consolidated pay scales. CNM II scale €56,353 to €66,622 per annum for Nursing candidates. Social Care Manager 2 €56, 172 to €64,276 per annum for Social Care Candidates.

Job Purpose

Key Duties and Responsibilities
Effectively discharge your role as Night Manager, in line with the requirements of The Health Act (2007) and associated Regulations.
Ensure that allocated resources are effectively managed and deployed.
Implement management systems, which ensure that the service provided is safe, appropriate to service user needs, of a high quality and effectively monitored.
Provide on call management and advisory on an out of hours basis for staff and Persons in Charge.
Specific Duties and Responsibilities
Quality, Safety and Risk
Effectively discharge your role as Night Manager, in line with the requirements of a person participating in management HIQA, the Health Act (2007) and associated Regulations.
Ensure that all Stewart Care policies and procedures are in place, up to date and effectively implemented in your areas of responsibility.
Ensure that Stewarts Care Safeguarding systems and processes are implemented effectively in your areas of responsibility.
Maintain an up-to-date Risk Register in line with the policy requirements.
Ensure the Risk and Incident Management policies and procedures are implemented effectively in your service area.
Ensure all necessary risks managed effectively and are escalated to your CNM3 line manager in a timely manner.
Educate all staff and have appropriate supervision and performance management systems in pace in regards to the standards and regulation (S.I.367) and their role in adhering to these.
Continually monitor and improve the quality of the service, through observation and audit.
Ensure that quality improvement plans from all audits (including HIQA inspections and provider visits) are implemented effectively.
Ensure effective communication and handover of care.
Person-Centred Service Provision
Ensure that the resident is at the centre of service provision at all times.
Ensure that each resident’s assessments, person-centred plan and care plans are up-to-date; based on residents’ needs, wishes and rights; communicated effectively to all staff and effectively implemented.
Ensure that families are treated respectfully, communicated with effectively and actively involved in the life of the resident, in accordance with the resident’s wishes.
Ensure that necessary requirements from multi-disciplinary supports are available for residents.
Attend or provide update/reports at review meetings
Implement a process of applying learning / improvements in the service, emergent from the service user meetings.
Implement any appropriate improvements identified from the feedback received from families, as part of the annual review of quality.
Ensure that the complaints policy is implemented effectively.
Management of Staff and Resources
Build an effective staff team.
Actively manage staff performance on an ongoing basis and through the HR formal structures.
Effectively manage rosters to ensure required resources are available and manged.
Provide reports where required on changing needs and resources for Residents at night.
Implement the Professional Development Planning and Supervision Process for all staff in your service area
Ensure that you stay within your allocated staffing resource / budget.
Ensure that your roster is transparent, clear and meets the requirements as set out in the Dependency Needs Assessment Report, as conveyed to you by CNM3 Night Manager.
Ensure that your actual roster is accurate and updated on TMS within the defined payroll periods. Ensure all clock cards are checked for each payroll period.
Responsible for the correct information flow to TMS and payroll.
Ensure that annual leave is allocated in a balanced and effective manner.
Ensure that agency staff usage is maintained within targets set by your line manager.
Provide out of hours staffing supports, roster updates and communication to Persons in charge.
Ensure that the management of attendance policy is implemented effectively and take responsibility for the management of absence within your teams.
Provide effective Audit and monitoring of waking staff across Resident services to ensure care and supervision needs are met.
Liaise directly with PIC/PM in relation to urgent matters or changing needs
Ensure 24hr care needs are assessed, planned and implemented by the night team to ensure continuum of care.
Audit and monitor quality of care and records for night staff.
Ensure night staff have appropriate CPD and skills relevant to their caseload.
Ensure emergency response systems are fit for purpose and meet emerging needs.
Ensure emergency response is an evidence based process in line with best practice and policy.
Conduct post incident reflective review to monitor effectiveness of responses systems.

Remuneration
• Current Salary Scale: €56,353 to €66,622 (Clinical Nurse Manager 2 General Salary Scale) for Nursing candidates and €56, 172 to €64,276 ( Social Care Manager 2) for Social Care candidates. Your salary is paid monthly (16th unless when 16th falls on Saturday or Sunday you are paid on the Friday prior to the 16th) by direct credit transfer into any Bank or Building Society of your choice where the paypath system operates.

Annual leave
• To be agree at offer stage
Working week
• The hours allocated to this post are 18.75 hours for Nursing candidates and 19.5 hours for Social Care candidates exclusive of lunch breaks
• The allocation of these hours will be at the discretion of the Director of Care and in accordance with the needs of the service
Probation
• All employees will be subject to a probationary period of 6 months, with an extension if required to 9 months. This probationary period applies to all employees irrespective of their role or type of role.
Garda Vetting
• Stewarts will carry out Garda vetting on all new employees. An employee will not take up employment with the organisation until the Garda Vetting process has been completed and the organisation is satisfied that such an appointment does not pose a risk to the service users and employees.
